Club Name

The full name of the club is Weston Park Blades Netball Club.

Some team names may change due to sponsorship but will still be part of WPBNC and be governed by this wish.

Throughout this Constitution, Weston Park Blades Netball Club is referred to as WPBNC

Status and Membership

WPBNC is a members' club affiliated to the Southampton Netball Association (SNA) Hampshire, to the Netball South, and to England Netball (EN).

The Club operates an open membership and there are three classes of membership:

  1. Persons of any age who are registered to participate in the playing, coaching, and umpiring netball on behalf of WPNC: ordinary members.
    1. Ordinary members have full voting rights at General Meetings of WPBNC.
    2. All ordinary members may stand for election to the Committee. If elected to the Committee, an ordinary member may vote at Committee Meetings.
  2. Persons who are not registered members but who wish to contribute to netball and associated events at WPBNC: honorary members. Honorary members must be elected by the Committee.
    1. Honorary members have no voting rights at General Meetings of WPBNC.
    2. All honorary members may stand for election to the Committee. If elected to the Committee, an honorary member may vote at Committee Meetings.
  3. A President may be elected by the Committee.
    1. The President may be from either of the classes described above or may be from outside WPNC.
    2. The President has no voting rights at General Meetings of WPBNC or at Committee Meetings.


The objectives of WPBNC are:

  1. To play, coach, umpire, arrange and organise netball and associated events for its members.
  2. To work in partnership with other local providers of sport, both in accessing more opportunities and in raising the profile of netball locally.
  3. To represent its members to other associations or governing bodies.


  1. The affairs of WPBNC are managed by a Committee. The Committee consists of not less than 8 members and 5 form a quorum at a Committee Meeting.
  2. The Committee comprises the Chair, Treasurer, Club Secretary, Head Coach, Umpiring Representative, Club Captain, Parent Representative, Club Safeguarding Officer, Club Volunteer Coordinator.
  3. Committee Members may hold more than one office if circumstances dictate.
  4. The Committee Members are elected at the Annual General Meeting (AGM) of WPBNC and hold office until the next AGM when their period of office is automatically terminated. Committee Members may stand for re-election if they wish.
  5. Nomination of candidates for election to the Committee must be given in writing (stating nominee, nominator, and seconder) to the Secretary at least seven days prior to the date of the AGM, but the Chairman may admit late nominations up to the time of voting. All candidates must consent to stand before nomination is notified to the Secretary.
  6. Committee Members should attend all meetings of WPBNC; Committee Members who cannot attend a Committee Meeting may nominate a representative to attend that meeting provided that the Secretary has been notified in writing prior to the meeting. The 'stand-in' representative may vote at the Committee Meeting.
  7. All members are eligible for election to the Committee except: Any Committee Member absent for two consecutive Committee Meetings without notification may be requested by the Committee to resign immediately. Such a Committee Member may not stand for election at the next AGM.
  8. Co-option of members onto the Committee to perform special duties is at the discretion of the Committee. Co-opted members may not vote at Committee Meetings.
  9. Club Officers are unpaid.


  1. The annual WPBNC fees are fixed by the Committee for the AGM.
  2. The said annual fees must be paid by each individual wishing to be affiliated to WPBNC.
  3. The timeframe for payment of said annual fees is fixed by the Committee for the AGM. However, special arrangements may be arranged by individuals by express agreement with the Treasurer.


The Treasurer is to keep such accurate books of account as to enable a full and accurate report of the finances concerning WPBNC to be presented at the AGM. These books of account may be subject to an annual audit.


  1. A General Meeting of WPBNC (to be known as the Annual General Meeting) shall be held in (or close to) June each year on a date agreed by the Committee. Fourteen days clear notice must be given to all affiliated members; at the same time, a proposed agenda and nomination forms must be made available. (Note: nominations and additional items for the agenda must be received by the Secretary at least seven days prior to the AGM.)
  2. The business of the AGM includes: election of Committee Members; statement of the annual fees; a report from each of the Officers of the Committee; items or proposals to be put to the members by the Committee.
  3. Any member may request a General Meeting of WPNC by writing to the Secretary stating the reason for the meeting. If a meeting is called, the Secretary will inform all affiliated members giving at least seven days' notice.
  4. 60% of the affiliated members must be represented to form a quorum at any General Meeting, and Team Managers may represent their squad's members (and parents of junior members).
  5. At all General Meetings of WPBNC, voting is limited by the content of any proposal. The Chairman decides how a vote should be taken, either (a) one vote per team, or (b) one vote per individual present at the meeting.
  6. Ordinary members have full voting rights at General Meetings of WPNC. Honorary members have no voting rights at General Meetings of WPNC.
  7. The Committee meets at regular intervals of approximately three months during the year. Dates for Committee Meetings are agreed by the Committee Members.
  8. The business of a Committee Meeting includes: apologies; minutes from previous meeting; matters arising; reports from Officers. Other items for discussion must be presented to the Secretary at least seven days before the date of the Committee Meeting. Such items should be discussed and, if necessary, a proposal formulated and a vote taken. 'High-impact' items or proposals must be presented at a General Meeting of WPNC.
  9. Decisions made by the Committee, although open to discussion, are final.
  10. The Chairman of any meeting has a second or casting vote.

Alteration of the Rules

These Rules, or any of them, may be added to, amended, or replaced by a Resolution of a two-thirds majority of those present and voting at a General Meeting of WPBNC.


  1. WPBNC will be dissolved upon a Resolution to that effect by a three-fourths majority of all its voting members.
  2. Following such a Resolution, the Committee will take immediate steps to convert to money all the property of WPBNC whatsoever.
  3. Out of the proceeds of such conversion, the Committee will discharge all debts and liabilities of WPBNC, including all expenses incidental to the said conversion.
  4. All money remaining will be donated to a registered charity agreed by the Committee.


Any dispute arising out of, or not covered by, these Rules will be referred to the Chairman, whose decision is final.

League and Tournament Rules

Rules specific to the Leagues and Tournaments are issued separately and for each League and Tournament; affiliated teams and individuals are expected to respect and adhere to these said Rules.

Duty of Care Policy Statement

Weston Park Blades Netball Club will:

  1. Accept its moral and legal responsibility in relation to the Children Act 1989 and implement procedures to provide a duty of care for, and safeguard the well-being of, young people and protect them from abuse.
  2. Respect the rights, wishes and feelings of young people.
  3. Select, train and supervise volunteers to raise awareness of the need to protect young people, provide an appropriate duty of care and promote the implementation of its policies and procedures.
  4. Respond to any allegations appropriately and have disciplinary and appeals procedures in place to deal with incidences of poor practice.
  5. Require coaches, umpires and volunteers to sign up to a 'code of conduct' to safeguard the welfare of young people and protect themselves from false allegations.
  6. Encourage its young members to adopt a 'code of conduct' that promotes good spirit and attitude as well as awareness of personal safety.

These Rules supersede any previous Rules or Constitution of WPBNC.
